Cheng “Charlie” Saephan, 46, of Portland, Oregon, in a news conference after becoming one of the winners of a $1.3 billion Powerball jackpot.

What To Know: Saephan is an immigrant who was born in Laos, and has been battling cancer for several years. He and his wife plan to split the money with his friend who contributed $100 to buy a batch of lottery tickets leading up to the winning news. After taxes, the winners are receiving the money in a lump sum payment of $422 million (as opposed to the prize being payed out in full over several years). Saephan, who slept with written out numbers from the game underneath his pillow in the weeks ahead of the drawing, prayed he would win, saying, “I need some help — I don’t want to die yet unless I have done something for my family first.” Along with providing for his family, he plans to use the prize money on finding a “good doctor …”

Big Picture: “The $1.3 billion prize is the fourth largest Powerball jackpot in history, and the eighth largest among U.S. jackpot games,” explains The Associated Press.
