North Korea is a U.S. designated state sponsor of terrorism and has nuclear weapons. The U.S. condemned the launch.
Important Context: Ballistic and nuclear weapons tests are usually prohibited by the UN (unless otherwise approved with notice). Most countries avoid it altogether because it can "be mistaken for an attack." North Korea refuses nuclear diplomacy with the U.S.; they have fired an unprecedented number of missiles this year at about 40 tests so far.
