Why It Matters: Russian forces have hit about one-third of Ukraine’s power stations this week, according to President Zelenskyy. Many across the country are left without water and electricity as winter approaches (weather is expected to be between about 30 and 50 degrees fahrenheit later this week in Zhytomer, a city of 250,000 that currently has no power or water).
